Iraq: How can the unrest in Kirkuk be resolved?

Violence in the Iraqi city of Kirkuk. Rival demonstrations between Kurdish, Arab and Turkmen communities have led to deaths and injuries. Plans by Iraqi security forces to return a building to Kurds that they previously held - have infuriated other ethnic groups. So how can the unrest be resolved?
