Why is SMART thriving, while BART struggles to bring in revenue?

Bay Area transit districts scramble to come up with a Plan B after the state legislature refused, for now, to bail them out by raising bridge tolls.  Meanwhile, one local train system is doing just fine, with riders returning, and is not in such fiscal dire straits.  For more, KCBS political reporter Doug Sovern spoke with KCBS Radio's Bret Burkhart and Patti Reising.
