Creating structures is a kindness. Creating consistency is a kindness. If you can hold consistency sufficiently long, then people's brains settle into that consistency space. Where things take less conscious effort. And then other things have more space. And consistency doesn't take that much space in the brain. But obligation does. Obligation is an obstruction.
